Our covenants need to be strengthened with some penalties, to cover violations others than annual dues (currently, the only violation with penalty).

We bought in WC back in September 2001. I have attended every HOA meeting since, except the two years I was stationed away.
In all those years, there have NEVER been enough homeowners to meet the quorum as dictated in our guiding document (50% plus one).
We need to change that. Maybe some like 50% plus one of homeowners attending the business meeting. Proxy voting should also be allowed.

I think proxy or early voting would be helpful to meet the number of required votes for changes.

Would it be possible to vote on allowing chickens? We can edit the covenant to make sure that there are no roosters, and that the coops are properly maintained to have no smell, as well as no free ranging so they stay where they are supposed to.

Short term rentals of less than 6 months should be prohibited. None of us wanted to be next door to what is essentially a motel when moving to White Columns.

The high bar for a quorum was to prevent the HOA from making frequent rule changes. I suspect the lack of homeowner participation in previous attempts for changes suggests that many don't see a need for HOA intervention.

I would also like to see allowing poultry (including chickens) added to the vote, provided they are fenced in and no roosters.

The result is powerful and it would be a good thing if our covenants allowed homeowners to bring this design option into their home investment strategy.

There needs to be a change to allow sheds and storage buildings in the back yards. I believe the covenants say "brick and mortar" buildings now but this needs to change. We shouldn't have to build a separate house for a lawn mower and bikes. Many other neighborhoods around us with more expensive homes allow this. There are already homes in this neighborhood with sheds. Just make it legal now.
